Frank H. Higgins was born June 23, 1913 in Norwich, Connecticut.
Frank was influenced early in life
by the liberal arts education he received at the
innovative Norwich Free Academy. His art
classes took hold and served as a compass
in the choices he made throughout his life.
Eventually he made his living as a cartographer for the
U.S. Army Map Services Army in Washington, D.C.
and Fort Sam Houston in San Antonio, Texas.
Frank studied art in D.C. and heightened his talent with classes
in San Antonio at the McNay Art Museum and the Southwest School of Art.
He joined an art group along with Reggie Rowe and exhibited with the group in various galleries and museums, as well as individual shows.
His work has been purchased throughout the United States and Europe.
